Where would we obtain an EMP device that won't destroy anything else outside the radius of a car?

well, I wasn't thinking of just doing it, I was considering trolling the hidden regions of the net for other survivalist who have already solved this potential problem, and thus secure us with economic means.

Shall we decide then to form a survival group to perform this rather interesting thought experiment? Also online there was no solution posted, a good point was that the ultimate skill in survival is blending in. Also bicycles are the best bet. since the roads would be clogged.

I was watching Discovery and they fired a large emp at a car while it was driving. No effect. They didn't say anything about the radio though.

There are currently functional devices that can be attached to police cars that can stop vehicles. The MIT TEch review had one described.
